In 1937 the new Air Defense Law imposed obligations on civilians to prepare drills for air raids. The air defense exercises were focused on poisonous gas attacks rather than incendiary bombs. In this photo, taken after the drill near the Endoji neighbourhood fresh produce market the participants are mainly local women as most men had already joined the army. All the men here came from the army or from the municipal government who had organized the drill. There was one exception, the man in a mask wearing civilian clothes. He suffered from asthma and was classified as Class D for conscription. As such he was exempted from enlistment and he felt ashamed of this. Though well-dressed in his suit he insisted he not be identified in the photo.

1937年には、新しい防空法によって、当時の日本では まだ珍しかったが、空襲に備えた訓練が市民に義務付 けられた。防空演習は、焼夷弾よりも毒ガス攻撃のほう に重点が置かれていた。この写真は、円頓寺近くの青 果市場付近で行われた訓練の後に撮影されたもので、 ほとんどの男性はすでに軍隊に徴兵されていたため、 主な参加者は女性だった。ここに写っている男性たち は、訓練を行う軍人か地方行政の職員だった。しかし、 覆面をしている男性は、私服を着ている。彼は喘息を患 っており、徴兵検査で丁種と判断された。そのために彼 は入隊を免除されたのだが、それを彼は恥をかいたと 思っていた。彼は立派な身なりをしているが、この写真 ではそれが分からないと主張した。
