On February 22, 1970, at 4 p.m. on the fourth floor of the Golden Mansion at No. 646 Shanghai Street, a resident, Ms. Chow, accused the wife of Mr. Leung, a cleaner who lived in the same building, that she had stolen her radio while cleaning. The two argued, and Chow called the police. Mr. Leung was upset and joined the scolding battle; during the chaos, Chow was hit by a wooden stool thrown over and injured her arm.
